Reconstruction of 4th Avenue SW The proposed reconstruction project is prompted by the deteriorating condition of underground utilities, particularly the aging 78-year-old cast iron watermain. Rochester Public Utilities (RPU) has responded to 10 watermain breaks within the project area, highlighting the urgent need for replacement. The project will involve the full reconstruction of 4th Avenue SW from 14th Street SW to 16th Street SW, as well as 14th Street SW from 4th Avenue SW to the STEM property. Planned improvements include: - Rebuilding the roadway to meet current City standards - Replacing the aging watermain infrastructure - Installing new concrete curbs and gutters - Adding catch basins to address localized drainage issues In addition, all pedestrian curb ramps at the intersections of 4th Avenue SW and 14th Street SW, along with the northern half of the 4th Avenue SW and 16th Street SW intersection, will be replaced to comply with current ADA accessibility standards.
