4th Ave Reconstruction

The 4th Ave Reconstruction project in Rochester, MN, highlights the importance of maintaining and replacing aging underground utility infrastructure before continued deterioration creates larger issues for residents, businesses, and the surrounding community. This project focuses on the full reconstruction of 4th Avenue SW from 14th Street SW to 16th Street SW, along with 14th Street SW from 4th Avenue SW to the STEM property. The work was prompted by the deteriorating condition of underground utilities in the area, particularly a 78-year-old cast iron watermain that had reached the end of its reliable service life. Rochester Public Utilities had responded to 10 watermain breaks within the project area, showing the need for a long-term replacement solution. Elcor Construction’s role in the project is connected to underground utilities, a critical part of any street reconstruction effort. While roadway improvements are the most visible result, the infrastructure beneath the street is what allows the corridor to function safely and reliably. Replacing aging watermain infrastructure helps reduce the risk of future breaks, service interruptions, emergency repairs, and roadway damage caused by failing underground systems. The project also includes rebuilding the roadway to meet current City standards. Full reconstruction provides the opportunity to improve the street from the ground up, rather than simply patching surface-level issues. By addressing both the roadway and the utilities below it, the project creates a stronger, more dependable corridor for everyday travel, neighborhood access, and public service needs. Additional planned improvements include new concrete curbs and gutters, as well as catch basins to help address localized drainage issues. These features support better stormwater management by directing runoff more effectively and reducing the potential for standing water or drainage-related pavement problems. Proper drainage is especially important in Minnesota, where freeze-thaw cycles can accelerate pavement deterioration when water is not managed correctly. Accessibility is another important part of the reconstruction. Pedestrian curb ramps at the intersections of 4th Avenue SW and 14th Street SW, along with the northern half of the 4th Avenue SW and 16th Street SW intersection, will be replaced to meet current ADA accessibility standards. These improvements help make the corridor safer and more usable for pedestrians of all ages and abilities. Completed as a 2024 project in Rochester, MN, the 4th Ave Reconstruction reflects Elcor Construction’s experience with underground utility work and infrastructure improvements that support the long-term needs of the community.
